The General Assembly ,
세계 인민들이 기본적 인권, 인간의 존엄과 가치, 남성과 여성 그리고 큰 민족과 작은 민족의 평등권에 대한 신념을 재확인하고 더 큰 자유 속에서 사회 진보와 더 나은 삶의 수준을 증진하기로 ｢국제연합헌장｣에서 선포한 결정을 유념하고,
Mindful of the determination proclaimed by the peoples of the world in the Charter of the United Nations to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small and to promote social progress and better standards of life in larger freedom,
모든 인민의 평등권 및 자결 원칙에 대한 존중을 바탕으로 안정과 안녕 그리고 평화롭고 우호적 관계를 구축해야 할 필요성과 인종, 성별, 언어 또는 종교에 관한 구분 없이 모두를 위한 인권과 기본적 자유의 보편적 존중과 준수를 확립할 필요성을 인식하며,
Conscious of the need for the creation of conditions of stability and well-being and peaceful and friendly relations based on respect for the principles of equal rights and self-determination of all peoples, and of universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language or religion,
종속된 모든 인민의 자유를 향한 열렬한 갈망과 이들 독립 달성에서 이러한 인민들의 결정적 역할을 인정하고,
Recognizing the passionate yearning for freedom in all dependent peoples and the decisive role of such peoples in the attainment of their independence,
자유로 가는 인민들의 길을 부정 또는 방해하여 생기는 분쟁의 증가가 세계 평화에 심각한 위협을 구성함을 인식하며,
Aware of the increasing conflicts resulting from the denial of or impediments in the way of the freedom of such peoples, which constitute a serious threat to world peace,
신탁 및 비자치 지역의 독립운동을 지원하는 데서 국제연합의 중요한 역할을 고려하고,
Considering the important role of the United Nations in assisting the movement for independence in Trust and Non-Self-Governing Territories,
세계 인민들이 모든 형태의 표현에서 식민주의의 종식을 열렬히 염원한다는 것을 인정하며,
Recognizing that the peoples of the world ardently desire the end of colonialism in all its manifestations,
식민주의의 존속이 국제 경제 협력의 발전을 막고 종속된 인민들의 사회, 문화 및 경제 발전을 방해하며, 보편적 평화에 대한 국제연합의 이상에 역행함을 확신하고,
Convinced that the continued existence of colonialism prevents the development of international economic co-operation, impedes the social, cultural and economic development of dependent peoples and militates against the United Nations ideal of universal peace,
인민들이 국제 경제 협력에서 발생하는 어떠한 의무도 해치지 않으면서 상호 이익의 원칙과 국제법에 기반하여 자신의 목적을 위해 자신의 천연의 부와 자원을 자유롭게 처분할 수 있음을 확인하며,
Affirming that peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law,
해방의 과정은 저지할 수 없고 되돌릴 수 없고 심각한 위기를 피하기 위해서는 식민주의 및 이와 연계된 분리와 차별의 모든 실행을 종식하여야 한다고 믿고,
Believing that the process of liberation is irresistible and irreversible and that, in order to avoid serious crises, an end must be put to colonialism and all practices of segregation and discrimination associated therewith,
최근 몇 년 동안 종속된 수많은 영역이 자유와 독립을 얻어 등장한 것을 환영하며 아직 독립을 달성하지 못한 영역에서 자유를 향한 추세가 더 강해지는 것을 인정하고,
Welcoming the emergence in recent years of a large number of dependent territories into freedom and independence, and recognizing the increasingly powerful trends towards freedom in such territories which have not yet attained independence,
모든 인민이 완전한 자유, 주권 행사 및 전국적 영역의 완전성에 대한 양도할 수 없는 권리를 가진다고 확신하면서,
Convinced that all peoples have an inalienable right to complete freedom, the exercise of their sovereignty and the integrity of their national territory,
모든 형태와 표현의 식민주의가 신속하고 무조건으로 종식되게 할 필요성을 엄숙히 선포한다.
Solemnly proclaims the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations;
그리고 이를 위해서
And to this end
다음을 선언한다.
Declares that:
1. 인민들을 외세의 예속, 지배 및 착취에 종속시키는 것은 기본적 인권의 부인을 구성하며, 「국제연합헌장」에 반하고, 세계 평화와 협력 증진의 장애이다.
1. The subjection of peoples to alien subjugation, domination and exploitation constitutes a denial of fundamental human rights, is contrary to the Charter of the United Nations and is an impediment to the promotion of world peace and co-operation.
2. 모든 인민은 자결에 대한 권리를 가지며, 그 권리에 의해 자신의 정치적 지위를 자유롭게 결정하며 경제, 사회 및 문화 발전을 자유롭게 추구한다.
2. All peoples have the right to self-determination; by virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.
3. 정치적, 경제적, 사회적 또는 교육적 준비 부족이 독립을 지연시키는 구실이 되어서는 안 된다.
3. Inadequacy of political, economic, social or educational preparedness should never serve as a pretext for delaying independence.
4. 종속된 인민이 완전한 독립에 대한 자신의 권리를 평화롭고 자유롭게 행사할 수 있게 하도록 이들을 대상으로 하는 모든 무력 행동이나 모든 종류의 억압 조치는 중지되고, 그들의 전국적 영토의 완전성은 존중된다.
4. All armed action or repressive measures of all kinds directed against dependent peoples shall cease in order to enable them to exercise peacefully and freely their right to complete independence, and the integrity of their national territory shall be respected.
5. 신탁 및 비자치 지역 또는 아직 독립을 달성하지 못한 그 밖의 모든 지역에서 이 지역 인민들이 완전한 독립과 자유를 향유할 수 있도록 어떤 조건이나 유보 없이 그들이 자유롭게 표현한 의사와 요구에 따라 인종, 신종 또는 피부색에 따른 어떠한 구별도 하지 않고 이 지역 인민들에게 모든 권력을 이양하는 즉각적 조치가 취해진다.
5. Immediate steps shall be taken, in Trust and Non-Self-Governing Territories or all other territories which have not yet attained independence, to transfer all powers to the peoples of those territories, without any conditions or reservations, in accordance with their freely expressed will and desire, without any distinction as to race, creed or colour, in order to enable them to enjoy complete independence and freedom.
6. 한 지역의 전국적 단일성과 영토적 완전성을 부분적으로 또는 전체적으로 분열시키는 것을 목표로 한 어떠한 시도도 「국제연합헌장」의 목적과 원칙에 합치하지 않는다.
6. Any attempt aimed at the partial or total disruption of the national unity and the territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations.
7. 모든 국가는 평등, 모든 국가의 국내 문제 불간섭과 모든 인민의 주권적 권리와 그들의 영토적 완전성에 대한 존중을 기반으로 「국제연합헌장」, 「세계인권선언」 및 이 선언의 규정들을 신의성실하고 엄격하게 준수한다.
7. All States shall observe faithfully and strictly the provisions of the Charter of the United Nations, the Universal Declaration of Human Rights and the present Declaration on the basis of equality, non-interference in the internal affairs of all States, and respect for the sovereign rights of all peoples and their territorial integrity.
